Tobacco Tax Consultants (TTC) was founded in September 2010 by James Breen immediately following his retirement from the New York State Department of Taxation and Finance. Breen spent a total of 37 years working on excise tax cases. Originally named Excise Tax Recovery Consultants (ETRC), the company took on its current name in September 2012 to focus on tobacco tax refunds.
Breen’s experience began as an auditor, then advancing to team leader, Section Head, and District Audit Manager in charge of a staff of 110. He worked his last 9 years as the Director of Transaction Taxes, overseeing a staff of 225 employees.

We also perform consulting and audit related work to assist companies with excise tax issues as well as resolving tax liabilities and assessments.
